The institute was established in 1990 with the goal of "fostering and enhancing, through cultural exchange, the understanding and communication between the peoples of Mexican and the United States" with a special emphasis on the city of Los Angeles, which has more people of Mexican descent than any other city in the world outside of Mexico city. </div>  <div id="pagecontents"> <p> <img
